When you buy a vehicle through CSD, you are also entitled to get all the Consumer Offers applicable during the period viz Free Insurance, Gift Cheque etc. But most of the dealers don't pass on the benefits as people are not aware of it. Please demand it from the dealer when you buy any vehicle through CSD. While supplying through CSD the manufacturer does not give any discount, he charges the same amount that is charged to civilians. It's only the VAT which is exempted. Hence, when any Consumer Offer is given, it's from the margins of the manufacturer and hence has to be passed on to those buying through CSD. He even gives this undertaking to CSD when registering with CSD.   Yesterday, I was refused by the dealer while purchasing a Duster from Ahmedabad.
