Disillusioned by what was going on about OROP we sent the following letter to the Hon'ble PM. Not sure whether it reaches his table we sent a note also on his link too, hoping seeing that note he will call for the letter too.

Forwarded for your information and wider circulation to your friends also so that if the Association has to kicks off with the final effort in Feb 2015, you all can put in your bit too for its success which also will be your own success.

While you assure that your promise to grant OROP will be fulfilled, Mr Arun Jaitley says (1) "tone down your expectations" Meaning that we should not hope for OROP. (2) "that he was thinking to refer OROP to a Tribunal" douses every hope of we ever getting it. Interesting! With all this who to believe Narendra ji. We believe you or our two in one, the Hon'ble RM?

LETTER SENT TO THE HON'BLE PM BY POST


Respected Narendra Chotta Bhai Saheb

It was indeed a matter of great pleasure and pride to hear our respected Prime Minister announcing repeatedly at every conceivable occasion that he had already given OROP to the Armed Forces. 

The last time you did was when you spoke to the Jawans on top of SIACHEN Glacier. The entire community of Veterans was thrilled when you said that the Almighty had delayed its grant all these years for you to perform this Noble act.

RM Defies PM

While you are being kind to make it a point to assure us that your promise to grant OROP will be fulfilled, Mr Arun Jaitley the Hon'ble RM and also the FM, influenced by the all powerful Bureaucrats is singing a totally different tune. The latest bombshell from him was let off one day before Diwali. Some of his recent statements which are a cause for despondency and frustration to us and could prove alarming for you are given below:-

a) 12 Jun. RM Non Committal to Chiefs presentation of Draft Govt Letter (DGL). On the contrary the bureaucratic lie about Rs 9100 cr as the expense involved took prominence to create doubts about its implementation. For your kind information the Koshyari Committee had estimated Rs 1300.00 crs as expenditure involved in 2011.

b) 16 Jul. RM's parting gift to Gen VK Singh's delegation, an advisory to them telling them to "tone down their expectations" Meaning that we should not hope for OROP.

c) Later in another meeting. RM states "in Elections lot of things are announced. They all can't be fulfilled.

d) 22 Oct RM On Times Now. If all this wasn't enough, his statement " that he was thinking to refer OROP to a Tribunal" douses every hope of we ever getting it. 

Interesting! With all this who to believe Narendra ji. We believe you or your two in one, the Hon'ble RM?

Scenario If It Happens. The Tribunal will interpret the announcement in Parliament on 17 Feb, to our disadvantage. This will not be acceptable to Veterans. The matter will then be passed on to 7th CPC for giving what they want. In the absence of our representative there the bureaucrats will play merry hell into OROP, as they did in Fifth CPC, after I got it principally accepted for Armed Forces by them. What we actually get will be a mere sop and not OROP, but they will call it OROP and fool the public and more than that our benign leadership despite a leader like you heading it.


Interpreting OROP

Respected Narendra Bhai Saheb what is this Tribunal going to decide about? Are they competent to say what it means or the man who first time conceived it 33 years back and carried the cross through three CPCs and numerous High Level Empowered Committees and GOMS, who can interpret what he demanded actually means? During these years I got it accepted once in 1990 and then second time by the Fifth CPC, and finally in 2006. At the next opportunity the bureaucrats withdrew it, it is a different matter. I am the man who put it up first time ever to Indiraji on 22 Feb 1982 and am available to do this work for them, but would they care to ask me? 


Avert Disaster in Time

Narendra Bhai Saheb the public voted for you because every word you spoke symbolised you as an honest and effective leader who means what he says and will see through what he promised. The bureaucrats are out to destroy all this by making you believe their blatant lies and renege from your commitment. 

I have compiled all the major lies they have been speaking over the last 33 years to scuttle OROP. This paper I gave to Koshyari Committee also on the basis of which they rejected all the bureaucratic lies and after calling these so, strongly recommended that OROP be granted. I will send it to you also separately. Can we hope that our great PM will be able to reject their falsehood and grant us OROP?

The entire community of Veterans is looking up to you for this kind gesture.

I sent you a letter on 22 Aug also about the Veterans resolve to make sacrifices after 31 Dec to win you over for fulfilling your promise. I wonder whether it was allowed to get to you. Nevertheless I have written now again with the hope it will get to you and you will save .

  1. As a PBOR I am deeply thankful for all your efforts. But I am afraid we will not get OROP even now. The bureaucracy is much more entrenched & powerful than we are. Some 20 years back I was on indefinite fast at Jantar Mantar under the banner of National Exservicemen Co-ordination Committee, demanding OROP among others. At that time, the Gen. Secy. of NExCC was called for talks at MOD. An undersecy in MOD met him and in the course of the discussions told him very clearly "we will not give you OROP. Do whatever you feel like, but we will not give you OROP. You may think u can get it by political pressurizing. But ultimately, the politician has to come to us for implementation. We r the ones who advise the Minister. No, we will not give you OROP" How prophetic! That particular undersecy might hv retd and gone now. But the bureaucracy holds on to their words. That is why we hv not yet got it. Way back in the early 60s when TTKrishnamachari wanted to introduce Family Pension, the then finance secy opposed citing financial constraints. TTK told the finance secy that he would like to ask the secy's wife whether she wants FP or not. That ended the objections. Unfortunately none of our political masters hv such vision like TTK, and the civilian minions have their field day.
